As part of a consortium led by PADCO, SHELADIA is providing technical assistance, policy advice, and planning assistance to municipal and national governments worldwide in transportation, housing and the environment in four functional areas:
- Expanded and equitable delivery of urban services and shelter (phased development, multimodal studies, zoning studies)
- Enhanced effectiveness, responsibility, and accountability of local government organizations
- Enhanced environmental management practices, pollution control systems, and tools, including engineering
- Improved disaster preparedness, response, and recovery through mitigation, strategic planning, training, hazard identification, and awareness
- Improved finance and credit systems through programs design and technical support (public-private financing, toll facilities, BOT arrangements, cost recovery, taxation, infrastructure funds, etc…).
- All work from project conception and feasibility studies through completion, and policy development
- Privatization and regulatory restructuring
- All transport sector related aspects of economic and social/environmental analysis
- Assistance with operations and maintenance
- Assistance in procurement of materials and equipment
- Preparation of specifications and scopes of work
- Design, design review, and contract/construction management.
