Provision of short-term technical and advisory services in the areas of public health, health planning and delivery, and water supply and sanitation to USAID/Washington, USAID missions, and host governments in all countries receiving USAID assistance. This project complemented and reinforced activities of USAID health and sanitation programs focused exclusively in developing countries in the Caribbean, Latin America, African, Asia, Europe, and the Near East. The beneficiaries of these programs are lower income families in the less developed countries.

The project promoted alternative approaches and strategies for institutional and human resource development with emphasis on the use of appropriate technologies in safe water supply and sanitation services, including training programs in management, supervision, and operation and maintenance.

SHELADIA assisted USAID missions and cooperating agencies with the provision of analytical and advisory services in the evaluation, design, and evaluation of programs and projects related to USAID’s policies and procedures concerning the public health and water supply and sanitation
sectors.

In addition, SHELADIA identified and assessed operational and technical issues in water supply, human waste disposal, solid waste collection and disposal, water pollution and other environmental health hazards.

Task Order 1 – Technical assistance to assist the USAID Mission in the preparation of the Project Paper for the Rwanda Integrated Maternal and Child Care Health/Family Planning Project. SHELADIA provided a facilitator to organize and lead a Team Planning Meeting for a multidisciplinary team of 16 members. SHELADIA also provided the Financial Management Specialist to serve as the primary external source of expertise in analyzing the relevant government financial accounting systems and designing a financial management structure for the RIM Project.
