Update of a previous study completed by SHELADIA for the World Bank in 1990 to prepare a handbook on sanitation for low-income communities. USAID is updating and reissuing the handbook as part of its global Sustainable Urban Management Systems Indefinite Quantity Contract.
- Issues and Lessons, including coverage and level of service, legal impediments, affordability, institutional responsibility, community basis, and the role of women
- Strategic Sanitation Planning, including policy framework, institutional assessment, the role of the community, private sector participation, technical and social options, cost recovery, and recommended strategy)
- Integration of best practices into the Project Cycle (identification, preparation, implementation, operations and maintenance, and monitoring and evaluation)
- Future Directions (unresolved issues and further research).
