The PURSE project was intended to expand the participation of the private sector in the supply, delivery, and O&M of water works, and the management of wastewater treatment and solid waste facilities. The project aims to:
- Create a policy and regulatory framework conducive to private sector involvement in these services
- Identify alternate funding mechanisms
- Improve the efficiency and cost effectiveness of municipal service delivery systems.
- Policy, legal and regulatory guidance
- Assistance in support of the policy agenda
- Economic analyses related to cost recovery in specified sectors
- Facilitation of dialogue on environmental issues, including the formulation of regulations and oversight procedures related to private participation
- Design and implementation of policy studies for capital and operating costs of water supply, wastewater treatment, solid waste management service provision, and consumers willingness to pay for services
- Facilitate inter-ministerial discussion on the extent to which the subject sector should be self-financing
- Assistance in restructuring of consumer tariffs and contract rates negotiated with private suppliers
- Policy development for water source depletion, land use regulation, and wastewater treatment/solid waste disposal environmental management
- Formulation of monitoring and oversight procedures to safeguard public interest in urban environment
- Design methodology to monitor performance/actions of private partners and ensure contract compliance
- Assist in identification, design and implementation of water supply/wastewater treatment capital works projects
- Evaluation of demonstration projects
- Delivery of workshops and provision of economic/financial expertise to demonstration project effort
