Existing sector reports lacked specifics of what is really happening on the ground, particularly for irrigation and agricultural water, on which 85% of the rural population depends for its livelihood. The previously existing irrigation and water management systems need a strategy of reconstruction, with systematic planning and progress monitoring. An equally high priority is to restore the infrastructure supporting agricultural production. This assignment assisted AACA to develop a national water resources strategy.
Sheladia conducted a rapid assessment of the water sector, as follows:
- conducted a rapid assessment of key factors concerning the water resources sector;
- established a framework for coherent sector-wide water resources management;
- identified potential “quick-win” projects that can be implemented within the next 12 to 18 months;
- assessed the potential for large-scale projects that should be subject to pre-feasibility and feasibility study; and
- prioritized interventions and development of recommendation for the most appropriate methods to resource implementation of the water resources strategy.
