Preliminary and final design of the I-4R rehabilitation of Interstate 81 between the Interstate 80 and the SR 29 interchange in Luzerne County, PA (14 miles or 22.4 km). Project involved rehabilitation of mainline I-81 including: Field surveys, maintenance and protection of traffic, mainline structure rehabilitation, seismic analyses of mainline structures, signing and pavement markings, and geological investigations for slope stability of various rock cuts. The roadway was rehabilitated by a combination of rubblizing and full depth concrete overlay as well as full depth reconstruction. Profile design was a key feature of the project as existing grades needed to be maintained at interchanges, mainline structures and overhead structures. Existing ramps at two interchanges and at a rest plaza were lengthened to meet current design criteria. The existing rock cut slopes were analyzed in detail to determine methods to eliminate the potential for falling rock of slope failure. Many rock faces were cut back to the shear plane inherent to the rock to reduce the potential of rock out failure. Extensive traffic control staging was required due to total reconstruction of the pavement.
