Sheladia Associates, Inc.

Following the devastating earthquake and tsunami of December 2004, the ADB financed the Earthquake and Tsunami Emergency Support Project to assist with reconstruction efforts. To coordinate all the reconstruction aid, the Government of Indonesia established a special agency, the BRR. The roads and bridges component of the project was finalized by BRR, ADB, and the ETESP Project Management Unit (PMU) of the Directorate General of Highways (DGH). It includes the following sub-projects:

• The 490-km East Coast Road between Banda Aceh, Medan, and Belawan Port
• The Krueng Raya Road between Banda Aceh and the Malahayati Port
• The Ulee Lheue Road between Banda Aceh and the Ulee Lheue ports.

The BRR is responsible for overall coordination and administration of the implementation of the sub-projects through their ETESP Project Management Office in Banda Aceh and a dedicated BRR PMU. Implementation of the sub-projects is the responsibility of special implementation units (Satkers) set up by the ETESP PMU of the DGH. The responsibilities of SHELADIA as Project Implementation Consultants are to support BRR and DGH by providing advice and assistance to the Satkers in project management, contract administration, construction supervision, and quality control and quality assurance.

Brief Description of Services Provided

• Collaboration with the Satkers in coordination, review, and updating of detailed engineering designs and cost estimates
• Advice and assistance to DGH and the Satkers in procurement of civil works including preparation of contract packages and associated documents; and coordination and supervision of tendering procedures, evaluation, and contract awards
• Assistance to the Satkers in supervision, quality control, and certification of construction works
• Advice and assistance to Satkers in day-to-day coordination, monitoring and evaluation, and quality assurance of the sub-project implementation, including maintenance of financial and technical records and preparation of regular progress reports
• Assistance to Satkers and DGH in monitoring and reporting on sub-project social safeguard and environmental mitigation and management measures undertaken in accordance with GOI regulations, ADB guidelines, and particular ETESP grant agreement requirements
• Assistance to Satkers in preparation of project monitoring and evaluation reports and progress reports during construction; and preparation of comprehensive project completion report for the ETESP Roads and Bridges Sector upon completion.
