Architect-Engineer Services for the Design and Construction Supervision of the Aceh Road/Bridge Reconstruction and Rehabilitation Project

The USAID/Indonesia Aceh Tsunami Rehabilitation and Reconstruction Program is intended to provide assistance in rehabilitation, livelihood, and rebuilding of economic and social infrastructure in Aceh and North Sumatra provinces damaged by the December 26, 2004 Earthquake and Tsunami. Within this program, architect-engineer services are being provided for design and construction supervision for reconstruction of the 230-km Banda Aceh to Meulaboh road and 108 crossing (bridges and culverts) on the island of Sumatra. Services also include supervision of a separate design-build contract to rehabilitate various critical sections and crossings (10 km and 4 crossings) within the first sixty kilometers from Banda Aceh as a priority construction project to improve communication and livelihood of the surviving communities.

Brief Description of Services Provided

  • Field surveys, surface and subsurface investigations and analyses, and engineering designs (drainage, roadway appurtenances, stream bank protection, causeways and shoreline protection, erosion, scour, and sedimentation control, environmental protection, mitigation, and monitoring, rights-of-way verification and definition) [design in accordance with FHWA, AASHTO standards except for geometric dimensions following ASEAN highway standards]
  • Development of a cost estimate based on the design
  • Preparation of presolicitation notice and Invitation for Bid (IFB) to be tendered for the construction services (FAR/AIDAR/FIDIC-based IFB to consist of at least: (a) boilerplate; (b) technical specifications; (c) the methodology and structure for a firm fixed price construction contract (i.e. lump-sum or unit price basis or a combination thereof); and (d) special provisions that clearly describe the rights and responsibilities of both parties (USAID and the Contractor))
  • Assistance in tendering process
  • Construction supervision, including but not limited to: monitoring of construction activities, quality assurance, assisting negotiation of change orders, review of payment vouchers, assisting claims handling and settlement, and providing technical assistance to resident engineers.
