Construction Supervision for 4-Laning And Strengthening of NH-2 – Third National Highway Project

The Third National Highway Project has three main components:

  • Civil works: upgrading and four-laning of approximately 600 km of three existing National Highway sections
  • Institutional strengthening to enhance the capacity of the NHAI in creating and maintaining assets
  • Policy reform to pilot alternative methods of corridor management with private sector involvement, increased focus on traffic management, safety, and roadside management and services

The civil works component includes the widening to 4/6 lanes and strengthening of sections of NH-2 in the States of Uttar Pradesh and Bihar, a section of the Golden Quadrangle that connects the four major metropolitan areas in India: New Delhi, Calcutta, Chennai, and Mumbai.. The NH-2 sub-project includes seven construction packages. The team was retained as supervision consultants for the following packages:

  • Package III-A (Km 115 to Km 158)43 km
  • Package III-C (Km 245 to Km 317)72 km

Project includes numerous bridges and culverts, of which 1 is a major bridge exceeding 100 m in length near Sasur Khaderi (Km 131).

Brief Description of Services Provided
Construction supervision/quality assurance based on FIDIC conditions of contract modified with World Bank conditions of particular application to ensure that:

  • Construction works are undertaken to specified alignment, levels and dimensions
  • Materials used in the permanent works comply with the specifications
  • Appropriate construction procedures are used to ensure the end product is as envisaged by the specifications and drawings.

Technical control to ensure that:

  • Works being undertaken are appropriate for conditions on the ground
  • If required, designs are modified expeditiously to provide sound technical solutions to cater for any unforeseen or changed site condition.

Fiscal control to ensure that:

  • All interim and final payment certificates are justified on the basis of work completed and certified
  • All instructed variations, and costs arising from unforeseen additional work or circumstances are expeditiously valued
  • The contract is completed within tendered costs adjusted by justifiable changes and within the funds available.

Progress control to ensure that:

  • Works proceed according to the agreed schedule
  • Schedule program is continuously updated to reflect actual progress
  • The works are completed within the envisaged time schedule.

Training and technology transfer, including training needs assessments, and preparation and implementation of training programs for technical officers of NHAI with visits to international work sites.

The works mainly on the existing alignment and include:

  • Sub-base, base, bituminous pavement and concrete pavement with use of geotextiles, scrapping and milling
  • Raising the road in areas subject to frequent flooding and in congested areas
  • Widening and stabilizing of embankments
  • Improvement to road geometrics
  • Replacement/improvement of culverts
  • Repair and rehabilitation and construction of new 2lane/4 lane bridges
  • Construction of service roads and improvements to surface/sub-surface and side drainage structures
  • Traffic safety features
  • Road signage and markings
  • Cross drainage structures
  • Construction of bypasses, ROBs, RUBs and underpasses
  • Maintenance of traffic during construction
  • Environmental mitigation measures.
