Project Coordinating Consultant (PCC) Services for Kerala State Highways Project with Inland Water Transport Pilot Project
Technical assistance to the implementation of the Kerala State Highways Project in two phases: (I) Project Investment Preparations for 2,810 km of urban and rural roads in the state of Kerala with design of 400 km of roads and (II) Remaining Designs and Project Works Implementation (Construction Supervision) for 600 km of roads and institutional strengthening of PWD and Irrigation Department. Improvement works consist mainly in raising the formation level, widening to 2-lane, flexible pavement strengthening, and shoulder and drainage improvement. In addition preparation of the Inland Water Transport Project to promote greater use of inland waterways as an integral part of the statewide transport network and to prepare master plan for revival of the inland water transport sector, including urban areas. Project includes 21 minor and 2 major bridges (length >100m).
Brief Description of Services Provided
For both roads and inland waterway components:
- Review of TOR and establishment of project requirements and program
- Collection of data, maps, and documents and investigations
- Socioeconomic surveys of project influence areas
- Road inventory and condition surveys
- Traffic surveys and traffic forecasts
- Axle load surveys
- Pavement roughness and deflection surveys
- Soil and sub-grade investigations
- Preliminary cost estimates
- Vehicle operating costs estimates
- Economic evaluation
- Selection and prioritization of roads
- Preliminary designs
- Review and recommend standards and specifications
- Geotechnical studies and canal morphology studies for final engineering design
- Geometric and pavement design for detailed engineering design
- Design for alignment, bank protection, jetties, terminals, bridges, repair yards, and navaids
- Land acquisitions plans
- Safety audit of road designs
- Preparation of contract documents based on World Bank conditions of contract
- Alternative pavement technology
- Identification of safety black spots areas to be improved
- Review and recommend road management system and Irrigation Department program management
- Assistance with road maintenance management system and waterways maintenance management
- Development of a road safety plan based on the World Bank ESCAP model action plan
- Implementation of road safety plan, including technical assistance in the establishment of a Road Safety Engineering Unit, black spot improvement programme, development of a State Policy on Road Safety Audit, preparation of State Road Safety Audit Guidelines, training of auditors and designers, and review and improvement of road safety equipment and materials
- MIS for program and procurement management, including road database.

- Resident inspection
