Consulting Services for Implementation and Supervision of Comprehensive Operations and Maintenance of Four-Laned Highways on NH-8 (Gurgaon-Kotputli-Amer Sections) in the States of Haryana and Rajasthan
The National Highways Authority of India (NHAI) is upgrading to 4/6 lanes 13,000 km of the existing National Highways in and between the Golden Quadrangle Project and the North-South/East-West Corridor. Works on the Golden Quadrangle are scheduled for completion by 2003. Works in the NSEW Corridor will be implemented until 2007. To ensure durability and viability of those investments, NHAI is developing it corridor management capability to enhance the overall performance of the corridors through cost effective maintenance, engineering, and operational management. The objectives are to preserve the road assets, improve road safety, and reduce travel time.
The NHAI is therefore retaining technical assistance consultants for the implementation and supervision of comprehensive operations and maintenance contracts implemented by operators. NHAI has appointed the SHELADIA/Artefact JV for the operator in charge of a section of NH-8 in the States of Haryana and Rajasthan: Gurgaon-Kotputli-Amer, from Km 36.63 to Km 248.00, i.e. a length of 211.37 km.
Brief Description of Services Provided
- Road maintenance management (emergency, routine, periodic, and disaster maintenance and inspections)
- Traffic management (incident management; regulation enforcement, hazard response, information gathering and dissemination, road patrols and surveillance)
- Road safety (accident prevention, user behavior and education, safety measures enforcement, and data collection and analysis)
- Facility management (periodic inspections, routine maintenance, rehabilitation, and planning for expansion)
- Road property management (management of access, exit, encroachment, and ribbon/strip development)
- Tolling management (equipment and systems, revenue collection, administration, and auditing)
- Budgeting
- Compliance with legal and accounting requirements, including pre-contract services, FIDIC conditions of contract, and defects liability periods management
- Public relations and law enforcement
- Planning of Operations and Maintenance Centre
- Training of NHAI officials in operation and maintenance management, administration, and technical proficiency, including pre-contract services, FIDIC conditions of contract, and defects liability periods management.
