ADB is actively involved in assisting the Transitional Islamic State of Afghanistan in meeting up with the challenge of reconstruction and rehabilitation of the country. On 3 June 2003, they issued their updated Country Strategy and Program for Afghanistan, which earmarks $610 million in assistance from 2003 to 2005. ADB also approved a $150 million concessional loan, which will finance the northern ring road, among other projects. This road rehabilitation and reconstruction project targets urgently needed repair and rehabilitation of the northern ring road. A portion of this will be the 265 km of the Pule Khumri to Balkh (via Mazar e Sharif) and Naibabad to Hairatan roads. These projects are very critical as they will provide much needed links to neighboring Uzbekistan and Turkmenistan. The Projects are being implemented similarly to the approach utilized for the construction of Kandhar – Spin Boldak road in Southern Afghanistan. SHELADIA is providing similar services on that contract for the ADB and is thus thoroughly familiar with the contract documents and the requirements of the Bank and the Government. Though referred to as construction supervision services, they are more supervision of a design build contract, whereby one is required to have expertise in providing services to both the design as well as the construction elements of the contract.
Brief Description of Services Provided

• Review of design performed by contractor *Contract administration, including review of traffic management plans, quality control and supervision of works, schedule control and monitoring, change order management, measurement and payment, claims management, and final inspection
• Training, including training needs assessment, initial training, on-the-job training, and seminars
• Preparation of periodic reports and maintenance manual.
