The Comprehensive Needs Assessment for Rehabilitation and Reconstruction in the Transport Sector (CNA) found that the national ring road linking Kabul to Kandahar-Herat–Andkhoy – Mazar-e Sharif urgently needed rehabilitation/reconstruction. The Western 550-km stretch from Herat to Andkhoy is the least developed section; improvement of this stretch to a motorable road will greatly enhance the connectivity of the area to the rest of the country, facilitate integration and improve commerce. The assignment was to assess the feasibility of this improvement and prepare a project suitable for ADB financing.
Brief Description of Services Provided
- Initial environmental examination, including impact evaluation, mitigation, and monitoring
- Social/poverty analysis, including identification of affected peoples, social demand of the road, poverty reduction impact, measures to mitigate, monitor, and evaluate social impact
- Site inspection and surveys
- Pavement and materials investigation and design
- Hydrologic studies
- Preliminary engineering and structures/bridges design
- Traffic studies
- Economic analysis, including net present value of the investment and economic internal rate of return
- Development of alternatives and selected alternative
- Training and technology transfer
- Preparation of maintenance program.
