This contract provided USAID Missions worldwide with a quick response mechanism for specifications review and writing services. This necessitates preparing comprehensive specifications that can be appended to invitation for Bids (IFB) or Request for Quotations (RFQ). Specifically USAID requires expertise that can prepare documents that are appropriate for undertaking the procurement process in accordance with AID Acquisition Regulations.

Brief Description of Services Provided
Upon receipt of a Delivery Order, SHELADIA reviewed specifications for machinery and industrial equipment required by host country ministries and private sector companies. Various equipment types requiring specifications included industrial (earthmoving, construction and shop) equipment, railroad equipment, irrigation systems, automatic data processing (computer) and other office equipment, and industrial processing plants.

The complexity of the review varied with the type of equipment to be reviewed and the initial description of the equipment received with the Delivery Order. SHELADIA recommended a method of procurement (sealed bidding, negotiated, proprietary) for the equipment involved, based on SHELADIA’s knowledge of competition for a given piece of equipment, variations or similarity of competitor’s models, and limitations on supply of number of sources.

For specific Delivery Order, SHELADIA provided expert personnel to assist the Borrower/Grantee organizations or other mission programs to assess equipment requirements, develop specifications, and perform related services in-country.
