Environmental Protection and Natural Resource Management
ProjectSHELADIA reviewed GOI policies and strategies as well as UNDP and other donor efforts for promoting environmental protection and sustainable development in preparing a program framework for the UNDP’s Fourth Country Program. Through our collaboration with the Ministry of Population and Environmental (KLH) and their financial specialists, deficiencies were revealed in methods of financial and economic analysis for national development projects. These deficiencies result in inaccurate assessment of net benefits and, consequently, flawed feasibility studies as environmental degradation feed back. Through a series of discussion and seminars on sustainability issues and the valuation of environmental resources, the difficult job of conveying that environmental measures are pro-growth in the long-term was begun. Our efforts convinced KLH to endorse a major training program for its planning staff within UNDP program in Indonesia.
Brief Description of Services Provided *Review of GOI policies and strategies and UNDP projects (e.g., Asia Regional Metropolitan Environmental Improvement Program, Global Sustainable Cities Program, the Sustainable Development Network-an initiative seeking to establish both national and international mechanisms for electronic information exchange—etc) for promoting environmental protection and sustainable development *Review of development priorities and activities of involved GOI agencies at both the regional and national levels *Analysis of level of potential NGO activity, especially with respect to the Global Environmental Facility *Design of proposed program based on the particular strengths of the UNDP vis a vis other donors and the host government, identified constraints to implementation, and assessed the financial and human resource requirements for each element of the program.
