Xian-Xianyang-Tongchuan Environment Improvement Project
ProjectTechnical assistance to the Government of the People’s Republic of China in preparing a detailed investment program covering the policy, environmental, technical, financial, economic, organization, and institutional aspects of promoting environmental improvements in the cities of Xian, Xianyang and Tongchuan. The objective of the project is to improve air quality in the three cities where pollution is caused by gases and particulates emitted by the burning of coal in small and medium-scale industrial and commercial boilers, and in households. The main environmental option to be considered is to build a gas pipeline and provide gas, industrial steam, district heating and water treatment facilities.
Brief Description of Services Provided *Evaluation of the impact on people who may be affected either beneficially or adversely by the proposed subprojects *Rapid social assessment of the subproject areas *Initial health impact assessment of subproject areas to assess the direct and indirect cost implications of health care due to proposed investments *Quantification of the target group of economic beneficiaries and estimation of economic benefits in terms of direct and indirect savings *Review of the relocation plans of subprojects involving resettlement and assess their conformity with the ADB’s Guidelines for Social Evaluation *Review and evaluate the institutional capability of the subproject executing and implementing agencies, and recommend necessary strengthening measures to ensure efficient/timely implementation *Assess the requirement for consultant and engineering services during implementation *Review and evaluate requirement for human resource development *Examine and recommend dissemination on environmental improvement technology *Identify components and activities that can be funded or managed by the private sector.
