In 2003-2004, ADB prepared a Community Water Services and Health Project (CWSHP) for Indonesia designed to enhance the health status of low-income communities in rural areas based on better hygiene behavior and sustained access to safe water and improved sanitation by: (i) improving the capacity of local governments for facilitating, regulating, and delivering quality services in water and sanitation to target communities; (ii) strengthening the community capacity to design, cofinance, build, operate, and manage community-based water supply and sanitation facilities; (iii) improving access to water and sanitation services (WSS) through construction of adequate facilities based on community demand; and (iv) increasing hygiene awareness through information education and communication campaigns. After the 2004 earthquake and tsunami disaster, a specific grant-financed component for the Aceh and Nias/North Sumatra provinces was apportioned into CWSHP, supplemented by funds from the ADB Earthquake and Tsunami Emergency Support Project (ETESP). The primary objective of the Project is to provide immediate rehabilitation services concentrating on empowering villages and communities to plan and implement reconstruction and new construction of WSS facilities themselves, to a higher standard than the destroyed facilities. Complimentary objectives include hygiene and sanitation training at village level, aimed at achieving measurable behavioral change; capacity building of local government agencies responsible for the delivery of support services to rural communities; and training and motivation of health service officials and technicians in the monitoring of WSS facilities (including routine water quality testing) and detection and control of water-borne diseases.

  • Coordinate and manage Project activities and District Implementation Teams (DITs provided under other contracts) in cooperation with the Central Project Management Unit (CPMU) and the Provincial Health Office (PHO) by developing detailed project work plans, budgets, and schedules for project activities establishing detailed biannual performance targets
  • Prepare detailed work plan for the Project, in particular with potential complementary assistance by the Project to ongoing and planned activities by ADB, KDP and other donors
  • Participate with DITs in government meetings at district and sub-district levels to select and prioritize target villages and assist DITs with preparation of subprojects for submission to CPMU and the newly established Badan Rehabilitasi dan Rekonstruksi (BRR, in charge of overall reconstruction works in Aceh and Nias/North Sumatra)
  • Prepare terms of reference, tendering, and competitive selection process for additional consultant packages at provincial and district levels, in particular for baseline survey and health survey, in accordance with ADB procedures and in collaboration with CPMU/POC (Project Oversight Consultants), and review and advise on bids
  • Organize and moderate workshops/seminars for provincial and district government staff of relevant ministries and other senior stakeholders in collaboration with CMUP/POC
  • Prepare comprehensive capacity building program for provincial government staff from PHO and other relevant departments, ensuring close cooperation with other planned capacity building activities
  • Prepare comprehensive overall programs for sanitation and hygiene behavioral change, de-worming activities and ORT training, and sanitation, in conjunction with DITs at district level, and supervise their implementation
  • Prepare comprehensive program for community empowerment, based on communities participation and awareness and capacity building activities
  • Develop and/or adapt and implement a media program to support and promote public health, hygiene, and sanitation
  • Coordinate with BRR, concerned Government agencies, multilateral and bilateral donor agencies, universities, and foreign and local NGOs to ensure broad-based agreement on project activities and to avoid duplication
  • Coordinate on regular/frequent basis with CPMU/POC, ADB representatives, and other ETESP consultants to ensure synergy and clustering efforts at provincial and district levels
  • In conjunction with POC, develop comprehensive financial reporting system and MIS
  • Develop standardized system for different technical options of civil works investment at community levels in terms of unit costs, commonality of materials, and levels and recovery systems of operation and maintenance costs
  • Supervise all procurement and disbursement activities at provincial level, and assist district and community levels at their request
  • Field visits to observe progress, provide technical and managerial advice to DITs and all other concerned stakeholders, supervise and inspect activities, and monitor implementation progress
  • Set up and ensure effective project implementation procedures for progress review, cash-flow management, accountability, and transparency
  • Prepare and submit timely reports to CPMU for review and forwarding to ADB, BRR, and co financiers.
