Provincial Towns Improvement Project – Wastewater Systems Improvements and Local Governance and Resource Mobilization Components
The project will rehabilitate the water supply systems in six towns, develop a sewage collection and treatment system in Sihanoukville, improve sanitation conditions in three towns and help mobilize resources at the local government level. The project was developed on the basis of socio-economic surveys and extensive consultation with the central and provincial government, local communities, NGOs and potential beneficiaries. The 5,700 m³/day Sihanoukville plant includes 7 km of interceptor and trunk mains and 51 km of reticulation pipes, 3,300 property connections, construction of an anaerobic pond, a facultative pond, a maturation pond, and inlet/outlet sparges and outlet weirs.
- Investigations and studies, including hydraulic analyses and surveys
- Preparation of detailed design, cost estimates and tender documents, including specifications and standards
- Preparation of prequalification documents and assistance with prequalification
- Assistance to Project Management Unit (PMU) in tender evaluation, including evaluation standards
- Construction supervision, including establishment of quality control criteria and construction management system
- Review and implementation of benefit monitoring and evaluation program
- Development of methods to monitor and preclude negative environmental impacts
- Preparation of O&M procedures, including budget estimates
- Preparation of required resettlement plans
- Supervision of equipment training programs and training of staff for the wastewater system
- Assistance to PMU in overall project management, including commissioning.
Local governance and resource mobilization:
- Review of municipal and provincial government organizations in Battambang, Kompong Cham and Sihanoukville (including legal and financial structures, government policies); assessment of their suitability for effective urban management and development; and documentation of the skills and resources of the town administrations
- Review of management, accounting and financial systems of town administrations, processes for financial reporting, income and revenue collection procedures, and opportunities for introduction of user charges, surchages and other taxes
- Development of recommendations on the appropriate structure, roles, and functions for local governments
- Review of the existing revenues available to local governments
- Analysis of current and potential economic conditions of towns and municipalities
- Analysis of institutional capacities of the tax/revenue collection units of local governments
- Review of land and property registration system, as well as transfer procedures
- Development of computer-based land and property registration system
- Review of the potential revenues available to local governments, including land and property valuation methodology, information collection, valuation systems, procedures for dispute settlement, and methodology for computing, billing and collecting local taxes/charges
- Assessment of social impact of recommended taxation/charges on women, ethnic minorities and disadvantaged groups and preparation of recommendations for remedial measures
- Preparation and assistance with implementation of revenue expansion programme, including legal documents, control procedures, and resource mobilization plan with implementation schedule and detailed cost estimates
- Preparation and implementation of training program on urban cadastral survey techniques and cadastral mapping techniques, tax collection, and computing/billing procedures, including manuals.
