Phase II, Rural Area Development (Rapti Zone) Project

A survey of beneficiaries showed that Phase I of this integrated rural development project had resulted in improvements in infrastructure and government services. However, the modest increases in agricultural production were probably inadequate to generate self-sustaining development or make significant improvements in the quality of life in the rural areas. The study recommended therefore a redirection of Phase II to focus on increases in production, both in agriculture and forestry. In particular, it would concentrate on developing local institutional and technical capability needed to meet the objective.

Services of three specialists in:

  • Institutional and management issues
  • Forestry and natural resources
  • Agricultural economics and planning.

Services provided to assist the USAID Mission in preparing the technical and institutional analyses required to develop the Terms of Reference for Phase II of the project. Each specialist worked directly with a local counterpart to produce joint reports outlining the various constraints and issues affecting implementation of Phase II of the project.
