The Tamil Nadu State Highways Project includes the upgrading and four-laning of three sections of the existing National Highway and has been divided into four main components:
- Upgrading and rehabilitation of about 1,500 km of the important state roads
- Strengthening of maintenance planning and work methods including periodic maintenance works
- Improvement of the state’s capacity for managing road assets and ensure efficient road transport
- Support of pilot programs to reduce road accidents.
SHELADIA/PARSONS was retained as supervision consultants for Phase I and IA of the works:
- Nagapattinam – Kattumavadi (TNRSP-02)101 km
- Kattumavadi – Ramanathapuram (TNRSP-03)100 km
- Ramanathapuram – Tuticorin (TNRSP-04)120 km
Project includes 573 bridges and culverts, of which more than 15 are major bridges exceeding 100 m in length.
Brief Description of Services Provided
Construction supervision/quality assurance to ensure that:
- Construction works are undertaken to specified alignment, levels and dimensions
- Materials used in the permanent works comply with the specifications
- Conformance to FIDIC conditions of contract
- Appropriate construction procedures are used to ensure the end product is as envisaged by the specifications and drawings.
Technical control to ensure that:
- Works being undertaken are appropriate for conditions on the ground
- If required, designs are modified expeditiously to provide sound technical solutions to cater for any unforeseen or changed site condition.
Fiscal control to ensure that:
- All interim and final payment certificates are justified on the basis of work completed and certified
- All instructed variations, and costs arising from unforeseen additional work or circumstances are expeditiously valued
- The contract is completed within tendered costs adjusted by justifiable changes and within the funds available.
Progress control to ensure that:
- Works proceed according to the agreed schedule
- Schedule program is continuously updated to reflect actual progress
- The works are completed within the envisaged time schedule.
- Training and technology transfer, including training needs assessments, and preparation and implementation of training programs.
The works mainly on the existing alignment and include:
- Clearing of right-of-way
- Sub-base, base and bituminous pavement
- Raising the road formation in areas subject to flooding
- Widening and paving of shoulders
- Widening and stabilizing of embankments
- Improvement to road geometrics
- Replacement/improvement of culverts and bridges
- Cross drainage structures
- Planning of relocation of utilities
- Road signage and markings
- Other traffic safety features
- Environmental mitigation measures
- Rehabilitation and Resettlement.
