The National Highways Authority of India (NHAI) has been entrusted with the task of implementing the Golden Quadrangle Project. NHAI is developing the section of NH-8 connecting Delhi and Gurgaon as an eight/six lane, access controlled divided carriageway, with service lanes along certain sections, on a Build, Operate and Transfer (BOT) basis. NH-8 is part of the Golden Quadrangle connecting New Delhi to Mumbai.

The Project Road section has divided carriageway configuration. The existing road segment on NH-8 from Delhi, Km 14.30 to Km 19.30, is a 6 lane divided carriageway and from Km 19.30 to Km 42.00, a four lane divided carriageway. The high vehicular traffic and non-segregation of traffic along the Project Road leads to drops in efficiency of traffic movements and increases in accidents leading to more congestion and safety hazard. NHAI has decided to improve the Project Road as an access controlled eight-lane facility (from Km 14.30 to Km 36.63) and six-lane facility (from Km 36.63 to Km 42.00) on a BOT basis.

NHAI has appointed the SHELADIA/RITES JV as Independent Consultant to oversee the activities of the Concessionaire during design, engineering, procurement, construction, and operation and maintenance of the Project Road.

Brief Description of Services Provided

• Review of investigations, design, drawings, construction contract, implementation schedule, toll collection system, financial plan, operation and maintenance contract, other contract documents, total cost estimate, land acquisition, etc.
• Road safety audit
• Provision of MIS System to NHAI and lenders
• During construction phase monitoring of progress, supervision of works on a sample basis, approval of materials and workmanship, monitoring of quality assurance and quality control, review and certification of ‘As Built drawings,’ review of safety measures, final inspection and issue of completion certificate, etc.
• Defect liability period services
• Mediation and assistance in resolving disputes between NHAI and Concessionaire, if any, at all stages
• During operation and maintenance phase, review of schedules, review of performance of O&M activities, traffic audit, review of accident records on Project Road, etc.
• Transfer and termination – examination and certification of all divestment requirements to be met by Concessionaire and recommendation to NHAI for issuance of vesting certificate.

Works to take place mainly on existing alignment and including the following:

• Road works, toll collection system, administration and maintenance depots
• Rest area and service facilities
• Lighting system
• Interchanges and bridges
• Service roads, lay byes, and bus bays
