Mekong Tourism Development Project – Part A: Access Roads Improvement

The operation of tourism facilities is dependent on a number of factors including travel infrastructure. This project is intended to improve the transportation infrastructure to the Choeung Ek Genocide Memorial. The development of tourism infrastructure will not only directly benefit the tourist industry, but also will facilitate non-tourism development as well as the overall economic welfare of the region. The private sector, tourist enterprises to food vendors, will benefit both from the increased number of visitors as well as the increased daily capacity of the area.

The Choeung Ek memorial, which has attracted 25,000 visitors annually, is expected to attract at least 33,000 visitors in 2004 taking into account national tourism growth forecasts. The memorial, constructed in 1988, commemorates the memory of the more than 17,000 Cambodians who were tortured, murdered and buried in mass graves by the Khmer Rouge. The 6.3-km access road to the Choeung Ek memorial is in very poor condition. The project will raise the elevation of the existing road and surface the road with asphalt concrete and rebuild two bridges (24 and 6 m long) as well as improve the drainage system.

Brief Description of Services Provided

  • Review of feasibility study recommendations *Review of design, technical specifications, bill of quantities, cost estimates, and bid documents
  • Assistance with bidding process and contract negotiations
  • Monitoring and supervision of construction works
  • Preparation of progress and other reports, and liaison with Client
  • Development of preventative maintenance guidelines
  • Documentation of completion of facilities and provision of certification for contractor payments
  • Assistance to PMU with management of the project.
  • To raise awareness of road safety in areas covered by the Highway Project
  • To integrate road safety issues into the construction process.
