Brief Description of Services Provided *I Provision of services of Team Leader/Resettlement Specialist for ADB Advisory Technical Assistance. Principally responsible for the preparation and conduct of a Resettlement Management Training Program under the general guidance of the ADB and the Indonesia DGH. *This training, designed for policy planning and operational staff, involved lectures, readings, small-group discussions, video presentations and a field trip. Case materials were prepared in English and Bahasa with the North Java Road Improvement Project as a principal case study. Materials included effective resettlement planning and management methods, approaches in need of improvement, organizational and management issues, and policy issues (e.g., land acquisition processes) of relevance to the effective implementation of future infrastructure projects and addressing important socioeconomic issues. *Operational Guidelines were also developed detailing principles, procedures, and checklists to guide the staff of executing agencies in the planning, preparation, and implementation of resettlement programs. The status and adequacy of legal frameworks, institutional arrangements and resource allocations were assessed with respect to resettlement planning requirements. *Training participants were selected from the DGH policy planning, and operation staff, Provincial Public Works Departments, and other branches of the Ministry of Public Works, BAPPENAS, and the Ministries of Home Affairs, Social Affairs, Environment and Finance, whose responsibilities include involvement in land acquisition and resettlement matters.
