SHELADIA assisted in expanding the participation of the private sector in municipal services. The project’s objectives are to create a policy and regulatory framework conducive to private sector involvement, to identify alternative funding mechanisms, and to improve the efficiency and cost effectiveness of municipal service delivery. Provision of policy, legal and regulatory guidance; conduct of economic analyses related to cost recovery in specific sectors; and facilitation of dialogue on environmental issues, including the formulation of regulations and procedures related to privatization.
