SHELADIA developed, from the ground up, a National Training Center for professionals in the public works and water resources sector. While the NTC is currently serving Egypt, it is being set up to be a regional center of excellence. SHELADIA undertook training needs assessments, designed courses (over 100) and curricula (covering management as well as technical disciplines) based on an assessment of demand. Differential fee schedules were proposed for various curricula and type of trainee (executive vs. managerial vs. technical and in-country vs. foreign trainee). A phased plan was developed for making the NTC increasingly self-sufficient through (1) cost-sharing and (2) charging for services (e.g., design and implementation of special request training on a contract basis, use of the NTC’s facilities, etc.).
