Brief Description of Services Provided
SHELADIA provided all the necessary trained personnel, facilities, equipment and materials necessary to accomplish all subtasks performed in accordance with the contract’s Statement of Work. The intent of this task assignment is to provide general analytical, technical, and engineering support to Fossil Energy’s international program that serves as the focal point in Fossil Energy for coordination of all international activities. The task assignment support activities include: preparation of programmatic information and reports; assisting with presentations; assisting in the development of strategic and business planning documents and position papers for the implementation of the DOE FE technical and international programs; and provide analytical and technical support to the Clean Coal Technology Office. The intent was to provide general analytical, technical and engineering support as required for the Office of Clean Coal Technology to execute its international responsibilities. These responsibilities serve also to assist in the accomplishment of the overall international objectives of the Office of Clean Coal Technology and the Office of Fossil Energy.

Subtask 1:Assist with the development and preparation of a joint report by the U.S. Department of Energy and the People’s Republic of China’s Ministry of Electric Power, defining the merits and potential of IGCC in China based upon the prior support work, the SSTC Pre-feasibility Study, the outcome and results of the ASFE China Mission, other pertinent information and documentation, and China’s Strategic business plan.

Subtask 2:Assist in the planning and implementation of the activities resulting from the joint DOE and contractor efforts in supporting the IGCC for China Pre-feasibility Study and the follow-up programmatic, and engineering and technical support activities recommended and approved through written technical direction for further assessing the Chinese SSTC and Ministry of Electric Power in areas including:

*Development of draft bilateral agreements *Development of Trade Mission Strategies *Studying environmental, regulatory issues and performing market definition analysis

Subtask 3:Support establishment of the U.S. China Energy Center coordinated by the University of Tulane
