Pat Feeder Command Area Development (PFCAD) is a joint ADB/IFAD project designed to complement investments effected under the Pat Feeder Canal Rehabilitation and Improvement Project (PFCRI). Construction of the original Pat Feeder Canal was completed in the 1970s. The PFCRI started in 1986 and provided design, construction and operations services for irrigation and drainage works in order to improve the amount and equity of water supply in the command area. It included:

  • An agricultural development component for the construction of a market square
  • The establishment of a pilot farm
  • Research and maximization of cotton
  • Rehabilitation of 1,235 watercourses in the project area.

Due to delays in the construction of the canal works, the rehabilitation of watercourses was not achieved. The PFCAD will continue and expand upon the original agricultural component of the PFCRI.

  • Capacity building and institutional strengthening (organization assessments, identification of training needs, development of training programs and resource networks)
  • Participatory approach and community organization development (selection and organization of Agriculture Development Groups, organization of Water-User Associations, training of Multi-purpose Extension Centers (MECs) staff, promotion of off-farm income generation and marketing studies)
  • Watercourse development (establishment of selection criteria, inventories and surveys, design, supervision of construction and rehabilitation, improvement of in-field water use)
  • Extension (Supervision of construction of 6 MECs, elaboration of extension strategy, development of extension materials, precise land-leveling demonstrations, farmer training)
  • Livestock improvement and extension (modeling of project impact on fodder, promotion of on-farm fodder diversification and management
  • Crop research (research objectives, demonstration plots, on-farm research, research contracts)
  • Technical services to the Agricultural Development Institute (assessment of capabilities, improvement program, staff training)
  • Project management and establishment of Benefit Monitoring and Evaluation system.
