The project aimed to build on the success of the two previous water management projects. The specific objectives of the project were:
- Increase agricultural production via effective water use and strengthened irrigation agronomy program
- Strengthen capabilities of the implementing agencies in four provinces and overall coordination
- Increase farmer participation in Water User Associations (WUAs), strengthen WUAs, enhance their participation, and encourage them to organize in federations within irrigation commands
- Reduce governmental financial obligations via an improved cost recovery program
- Reduce flood damage and increase water available for irrigation through control of hill torrents by erecting gabion diversion structures.
- Assistance to government agencies for implementation of the project by means of improvements in construction technologies and design standards; and introduction of new irrigation and water management technologies
- Training of staff through curriculum improvement, preparation of materials, and training of trainers
- Assistance in training of farmers/farmers leaders by means of establishing training and demonstration centers, melas, peer training, and extension efforts
- Support in the establishment of water user associations and enhancement of their ability to attain sustainability
- Assistance to the Watercourse Monitoring and Evaluation Directorate in the monitoring and evaluation of the On Farm Water Management Program
- Construction management services for gabion structures program in D.G. Khan to alleviate negative impact of hill torrent flooding.
