Assistance to the Department of Water Resources (DOWR) under the Orissa Water Resources Consolidation Project to modernize DOWR institutionally and upgrade its technical capabilities to plan, implement and manage major water resources development projects in the state. This includes water supply, wetlands, irrigation, and hydropower. Assistance to include developing and implementing long-term planning and monitoring techniques, development of viable and sustainable Water Users Associations, training of staff and consultancy backstopping, development of a State Water Plan, and development of environmental cells for environmental assessments and action plans. Project components include:
- Scheme completion, in which DOWR will oversee completion of a selected and prioritized group of uncompleted major and medium- sized schemes
- System improvement and farmer turnover
- Agricultural intensification
- Basin/watershed planning, environmental management/action planning
- Institutional strengthening/capacity building
- Training and study tours.
- Agricultural intensification through irrigation agronomy, agricultural technologies, agricultural marketing and farmer/private sector linkages
- Produce state and river basin plans, emergency preparedness plans and river basin flood zone schemes
- Institutional development/capacity building of DOWR
- Training assessment, development and implementation.
