Under a sub-contract to Louis Berger, SHELADIA provided technical assistance to strengthen the Water and Land Management Training Institutes, state training institutes and Irrigation Departments in thirteen of India’s states. Sheladia provided long-term technical advisors in farmer organization development and organization and procedures change, and short-term assistance in farmer organization development, agricultural economics and irrigation drainage. Technical assistance on behalf of Farmer Organization development included an assessment of the various types of traditional farmer organizations; identification of common elements in the diverse methods through which farmer groups are organized and operate; development of pilot efforts to met the varying needs of farmer groups throughout the country; and the development of improved training curricula and materials for inclusion in training institute programs. Under the organization and procedure change component, SHELADIA reviewed and analyzed the structure, policies and procedures of the Irrigation Departments in 13 of India’s states and developed a set of recommendations with a phased development plan to improve ID capacities, efficiency and effectiveness.
