SHELADIA provided technical assistance to design and implement a model Farmer Organization structure in the project area. Assistance included:
- Developing an organizational structure responsible for increased beneficiary participation within the Irrigation Department
- Staff training in how to mobilize and work with farmers
- Training farmers to develop and operate water user associations
The existing water law was reviewed and revised to foster farmer organization and active participation in irrigation.
